Community mobilization fosters a bottom-up approach — not just in planning and running school interventions, but in monitoring, evaluating and owning them.

What's on the Ground:

Three strands of activity run together at school level: information reaches families visually, communities are brought into the same room as officials, and the people who sit on SMCs are trained to actually use their role.

IEC displays at every school

Flex boards on Vidya Anjali, the role of SMCs, NIPUN Bharat, FLN-NAS, pre-school education, RAA and Vidya Pravesh are installed at all 2,428 elementary schools across the 16 districts.

Community sensitization

Run by SMCs at each of the 2,428 schools, bringing SMCs, SMDCs, Panchayati Raj Institutions and parents into the same sensitization programme.

SMC capacity building

Members are trained on their roles and responsibilities so participation in planning, plan preparation, monitoring and supervision is active rather than nominal.

 

How the Training Cascades:

SMC training is built in three-day, non-residential blocks that move from the state down to the cluster, with shorter zonal sessions filling the gaps.

  1. State-level Training of Master Trainers: 27–29 August 2024 · SSA Conference Hall, State Project Office, Babupara, Imphal. A three-day non-residential workshop organized by the State Project Office to prepare the trainers who then run every district and cluster session.
  2. District / cluster-level SMC training: Three-day non-residential sessions across districts. Master Trainers carry the same curriculum down to SMC members at district and cluster level, closer to the schools they serve.
  3. Zonal and secondary-level sessions: e.g. Wangoi High School (1 Jan 2023) · ZEO Kangpokpi (28 Jan 2025). One-day zonal trainings reach head teachers and SMC members directly, while a parallel track trains SMDCs for government secondary and higher secondary schools.
