Every child counted, every child brought back to class. In 2024–25, the Project Approval Board approved 4,060 out-of-school children across Manipur for Special Training under the Right to Education Act — and by year's end, every single one had been mainstreamed into regular schools.

1,922 Non-Residential, 2,138 Residential — Every Child Placed Where They Needed to be:

NRST centres for children who can attend from home; RST centres for children needing residential support to re-enter school.

Special Training Centres were opened at suitable locations to reach all 4,060 identified children — Non-Residential Special Training (NRST) centres in easy reach of home, and Residential Special Training (RST) centres for children who needed to live at the centre to complete their bridge course. All children in both streams were mainstreamed within the same academic year.

 

 

How the Programme Actually Reaches a Child:

Five building blocks behind the 2024–25 numbers

  1. A finalized state guideline for Out of School Children: Manipur finalized its OoSC guidelines covering the definition of an out-of-school child, identification methods, pre-intervention learning assessment, operation of Special Training centres, mainstreaming assessment, Special Learning Support Material, monitoring, and standard formats for household surveys and monitoring.
  2. Special Learning Support Material (SLSM): Under Section 29(1) of the RTE Act, Special Training must use specially designed, age-appropriate material approved by the Academic Authority. Manipur's SLSM was built by SCERT resource persons, subject experts and teachers — a concise, competency- and activity-based curriculum mapped to the NCERT OoSC learning outcomes, designed to help learners close the gap with peers in a short duration through joyful, condensed learning.
  3. A continuing household survey: Since December 2022, Manipur has run a household survey for out-of-school children across all 16 districts, in convergence with District Administration, School Management Committees and Anganwadi Workers. The 2024–25 intake of 1,229 fresh cases was identified directly through this ongoing survey.
  4. Online modes of knowledge dissemination: Alongside physical classes, teachers extended learning beyond the centre: Recorded classes uploaded to YouTube by the department, class- and subject-wise. Assignments based on learning outcomes shared with students via WhatsApp. Worksheets prepared and distributed as soft copies through WhatsApp and other online modes
  5. Assessed, counselled, mainstreamed: Before a child moves to a regular school, Education Volunteers and centre teachers assess and counsel them at their respective centre, in the presence of the Block or Cluster Resource Person — the final step that turned 4,060 approvals into 4,060 mainstreamed children in 2024–25.

 

Building the Classrooms that Make Mainstreaming Possible:

Civil Works, Elementary Section, 2024–25

₹282.2 Cr sanctioned by the Project Approval Board for elementary school civil works in 2024–25.

Funding covered Primary and Upper Primary Schools, additional classrooms, Netaji Subhash Chandra Bose Avasiya Vidyalaya/Hostel blocks, drinking water facilities, boys' and girls' toilets, CWSN toilets, ramps, and major repair works.

Of 2,710 works sanctioned across all components, 209 stood physically complete by year end — construction on the ground, from new classrooms to accessibility ramps, running alongside the teaching effort above.
